ACTING INSTITUTE LIBRARIAN
Specific purpose contract – 37 hours per week

Reporting to:
The Institute Librarian will report to the Vice President of Academic Affairs & Registrar.
The Job:
The role of the Institute Librarian is to provide a pro-active, cost effective and efficient library and information service in support of the teaching and research requirements of the Institute. The Institute Librarian will formulate and implement policy and develop and promote the library information service within the Institute and the region. The Librarian will also direct and supervise, as appropriate, the work of members of staff of the library including evaluating staff performance.
Key Duties:
The appointee will carry out such duties as are assigned including but not limited to the following:-

to liaise with Assistant Registrar in regard to Library Strategy

to plan, initiate, develop and exploit library and information resources in an optimal and competitive manner to meet the interests of students, staff, and the region and to ensure that the service is available to users throughout the week;

to plan, at operational level, resource requirements and to prepare estimates and manage the library resource allocation;

to monitor and evaluate the deployment and use of all resources using appropriate performance indicators and ensure the implementation of Institute budgetary policy;

to liaise with the Institute community in identifying and acquiring material to support teaching and research programmes;

to be responsible for the management, induction, training, motivation and development of library staff and to advise on and participate in recruiting suitably qualified staff;

to advise on/promote/organise/participate in, as appropriate, staff development programmes;

to promote and regulate the smooth running of the Library and to be innovative in the introduction of best practices by library staff and users and to ensure the implementation of Institute Library rules and regulations;

to contribute to the formulation of overall Institute policy, to implement and manage the implementation of Institute policy and to contribute to the overall development of the Institute and the achievement of its mission;

to promote the library and information service within the Institute and its region and to promote the library as a learning resource particularly among staff and students through induction programmes, regular information bulletins and other information media;

to identify opportunities to further improve the cost effective and efficient provision of information services to the Institute and regional interests;

to develop an Information Technology Resource to support the work of the Institute and the region;

to identify and develop library links with other educational establishments and with the local community and external agencies and make recommendations on the implementation of such links;

to encourage and facilitate research programmes;

to contribute to the development of and manage the implementation of Management Information Systems for the Library;

to participate in all committees/groups on which the appointee is a member or is assigned;

to report and provide information on the services and operation of the Library as required from time to time;

to undertake such duties as may be assigned from time to time by the Institute authorities.
Qualifications:
Applicants should have an honours degree and a postgraduate qualification in Librarianship or Information Science or an equivalent qualification, and at least three years satisfactory experience of library work. Strong interpersonal, communication and administrative skills are essential.
Salary Scale:
Remuneration will be based on the College Librarian salary scale, currently €73,108 – €93,285 (9 points). Remuneration may be adjusted from time to time in line with Government pay policy.

Following the implementation of the National Vetting Bureau (Children and Vulnerable Persons) Acts 2012 to 2016, the successful candidate must be Garda Vetted before commencing their duties.
