Assistant Librarian I

Information & Access Services

Role Objective: To enhance the standard of service to members through the effective management and development of the team, the assessment of the current and future needs of members and the effective implementation of the Library Services Strategic Plan in collaboration with other members of the Senior Librarian team.

Technical Competencies Member Services Delivery Has comprehensive knowledge of the stakeholders of the service, including a detailed understanding of their information needs and information seeking behaviour.   Identify areas of possible improvement and ways of adding value to current services.  Devise procedures for minimising any disruption to service and resolving any difficulties that may arise.
Systematically engages with stakeholders of the service (e.g., surveys, regular review meetings) to monitor and review services against user needs and expectations.  Advocates user interests at the organisational level.  Able to work effectively with all stakeholders
Collaborate with other units in the library to develop and introduce emerging service technologies, innovative services and support structures.  Maintain an awareness of current developments and innovation in excellent library customer service delivery.
Library Operations Support Manage effective delivery of service across all locations to ensure the provision of a range of high quality, responsive, customer-focused services.
Take responsibility for the line management and supervision of the staff within position remit.
Be the communication link between Senior Library Management and Operational staff.
Lead and/or participate in project groups and initiatives as required.
Contribute to the identification of key performance indicators to benchmark services against established best practice.  Compile and analyse key statistics to allow informed decision making.  Monitors and reviews performance against KPIs.
Research Has in-depth knowledge of all legislative resources for Irish and British jurisdictions.  Has in-depth knowledge of the legislative process, statutory interpretation and the courts structure.  Ability to train colleagues and library users on researching legislation. Has in-depth knowledge of EU legislation and has a knowledge and understanding of the different legislative procedures.  Ability to research the law of other jurisdictions.  Ability to find and trace US legislation.  Able to train other colleagues on US legislation and other relevant jurisdictions.
Ability to advise on very detailed research through an in-depth knowledge of case law sources for Irish and British jurisdictions. Has detailed knowledge of EU sources, EU institutions and processes.  Ability to provide detailed training on EU case law for library colleagues and library users.  Ability to research the law of other relevant jurisdictions, including finding US case law.  Has a knowledge of international law, conflict of laws and human rights law.  Has the ability to present training courses on these topics.
Ability to advise on very detailed research over a wide range of practice areas through in-depth knowledge of textbook and journal sources, including historical sources.
Ability to find suitable precedents from a wide range of published sources.  Able to train users on how to find precedents and court forms.
Ability to make recommendations on collection development policy.
Financial Management Have knowledge of the organisation’s financial priorities and strategy.
Contribute to the department’s budget process and contribute to the department’s forward planning process for future budget years
Make recommendations and contribute to the development of a business case for new services and staff
Contribute to contract negotiations with vendors
Able to demonstrate value for money of products and services.

Person Specification

Experience and Qualifications

  • A postgraduate qualification in Library and Information Science, recognised by the Library Association of Ireland
  • At least three years’ experience working in a legal, special or equivalent library setting

Competencies

  • Demonstrated understanding of high-quality service delivery in a legal library setting that operates in a complex networked environment.
  • Demonstrated understanding of the ongoing transition to online service provision and user empowerment.
  • Demonstrated experience supervising and managing teams, preferably in a legal library setting.
  • Experience of using a variety of platforms and applications for the development and delivery of library services.
  • Knowledge and understanding of emerging technologies for the provision of a 21st century library and information service.
  • Excellent interpersonal and communication skills, with proven ability to proactively manage relationships.
  • Strong organisation and prioritisation skills and the ability to handle a busy, varied workload.
  • Team player, who can self-start and work independently.
