County Galway is the second largest County in Ireland having an area of over 6,000 square kilometres, with an extensive coastline, with a landscape of extraordinary beauty and a rich cultural heritage. County Galway has the largest Gaeltacht population in Ireland with 49% of the population indicating they could speak Irish. The County also has four main inhabited islands. Galway County Council is the local authority for the County of Galway providing a forum for effective, accountable and democratic representation, the efficient performance of functions and the delivery of a range of services for the County. It fulfils this role both directly and also in co-operation with national, regional and local organisations, local development groups and communities. In performance of these functions the local authority takes account of all relevant legislation, policies and objectives as set out in statutory plans and strategies.
Galway public library service is provided on a shared basis for Galway County and Galway City serving a population of 276,451 with Galway County Council being the managing authority.
Galway Library Service, as part of Community & Rural Development and Corporate Services Directorate meets the wide-ranging information, education, research and cultural needs of the people of Galway County Council and Galway City Council. The service operates through 29 branch libraries (10 full-time and 19 part-time), a mobile library and a Library HQ building. Full-time branches are in Ballybane, Ballinasloe, An CheathrĂș Rua, Clifden, Galway City, Loughrea, Oranmore, Portumna, Tuam and Westside. Part-time branches are in An SpidĂ©al, Athenry, Ballygar, Dunmore, Eyrecourt, Glenamaddy, Gort, Headford, Killimor, Leenane, Letterfrack, Moylough, Oughterard, Roundstone, Woodford and there is a library on each of the four Islands.

Galway Library Service is an integral component in the provision of cultural services by Galway County Council. The service is delivered to the public though day, evening and Saturday opening hours.
The person appointed shall be responsible for the management of Galway Public Library Service for both Galway County and City Local Authorities.
The County and City Librarian, reporting to a Director of Service, is responsible for the planning and management of the library services for the Local Authority. The Library Service meets the wide-ranging information, education, research and cultural needs of the citizens of Galway. The County and City Librarian is also charged with formulating the overall objectives, policies and plans for the development and operation of the service. This is a senior management role within the Local Authority which includes determining the organisational framework of the library in what is a very challenging environment. S/he will be responsible for ensuring the ongoing smooth operation of the service and the co-ordination of both staff and activities in the library service.
