HEAnet is Ireland’s National Education & Research Network, providing high quality Internet Services to the 200,000 students and staff in Irish Universities, Institutes of Technology, and the research and education community including primary and post-primary schools. It provides a high-speed national network with direct connectivity for its community to other networks in Ireland, Europe, the USA and the rest of the world.
As part of its Brokerage function, HEAnet are seeking to appoint an IReL Officer to undertake IReL negotation/licensing; maintenance of records; monitoring of usage statistics for IReL resources; attendance at and minuting of meetings of the IReL Steering Group; monitoring and trouble-shooting of access to IReL resources by the participating libraries, supporting the IReL Manager and contribution to the overall development of the IReL service. Candidates should be self-motivated, resourceful and enthusiastic, and should enjoy working in a busy and demanding environment. The IReL Officer will report directly into the IReL Manager.
IReL, the Irish Research eLibrary (http://www.irelibrary.ie/), is a government-funded initiative overseen by the Irish University Association Librarians’ Group (IUALG). It currently provides access to ejournals and databases by researchers and the wider communities in the seven universities and, for selected resources, the Royal College of Surgeons in Ireland and the Institutes of Technology. Licence negotiations are conducted by IReL and a professional negotiating company in the UK. IReL coordinates offers provided direct by publishers or via the negotiators, and disseminates them to the IReL Steering Group (ISG). The ISG is drawn from representatives of the 7 libraries and chaired by a member of the IUALG. A separate IReL Monitoring Group tracks and analyses usage and cost per transaction for each online resource. IReL affords access to 118 online information resource collections, including 30,876 e-journals in addition to databases, e-books and reference collections. Usage totalled c. 15.5 million searches or downloads in 2013. IReL works closely with its library members, providing the information they need to enable access to the IReL resources. The majority of IReL business is conducted by email, mostly with the member libraries, negotiators and publishers.

Duties:
The successful candidate will undertake the following:
IReL negotiation/licensing:
• Liaison/negotiation with publishers on subscriptions, finance, licence and access matters;
• Liaison with negotiators on publishers’ offers, licence terms;
• Evaluation of publishers’ offers and licences;
• Communication of the often complex information on publishers’ offers to relevant groups such as the IReL Steering Group;
• Liaison with libraries on requirements, holdings, prices.
Maintenance of records
• Update and maintenance of the IReL website and A-Z listing portal
• Use of local database to maintain a large volume of information on IReL subscriptions, journal lists, licences, etc;
• Answering queries on IReL subscriptions, offers etc. from libraries, negotiators and publishers;
• Maintenance of financial information on spreadsheets etc.
Monitoring of usage statistics for IReL resources
• Gathering, maintenance and collation of usage data for IReL resources; compilation of the annual report of the IReL Monitoring Group.
Attendance at and minuting of meetings of the IReL Steering Group
Monitoring and trouble-shooting of access to IReL resources by the participating libraries
Contribution to the overall development of the IReL service
• Contribution to the development of processes and procedures used by IReL;
• Contribution to the development of the IReL Model Licence;
• Contribution to the development of IreL and its services
• Monitoring of developments in the library/information field, particularly in relation to ejournals, usage statistics and scholarly publishing trends.
• Undertaking projects

Experience:
Essential:
• Previous experience in a library or related environment;
• Experience of handling financial or usage data in Excel.
• Project management skills and experience
Desirable:
• Experience in one or more of the following fields: e-resources, acquisitions, journals, cataloguing,
licensing, library automation, usage statistics, bibliometrics;
• Experience with HTML and Web editing;
• Experience of working with/developing an Access database.
Skills & Aptitudes:
Essential:
• The ability to work with accuracy and attention to detail in a busy office environment;
• The ability to work independently
• Analytical thinking with demonstrated aptitude for understanding and improving often complex work processes
• Very good IT skills, including with MS Office and email and Internet applications, and the willingness to undertake further training
• An organised approach to work, and the ability to prioritise effectively.

Education:

• A degree and a recognised postgraduate qualification in Librarianship and Information Science or in a related discipline.
Location:
The successful candidate will be based at HEAnet’s office, 5 George’s Dock, IFSC, Dublin 1.
Salary:
Administration pay band, dependant on experience and qualifications.
